Unlawful construction works have been stopped indefinitely.
The works, in Biggin Lane, Grays, had seen sand being removed without permission, but Thurrock Council has issued a stop notice to the occupiers.
The notice, which came into affect on June 13, has been further supported by an enforcement notice which will begin from July.
Mark Coxshall, councillor responsible for regeneration and planning, said: "We will not tolerate this sort of unlawful activity in the borough and will use all means at our disposal to ensure that unapproved works do not continue.
"This action follows a collaborative multi-agency investigation, which has been ongoing since March, to tackle issues at the site once and for all.
"We take all reports of such unauthorised activity very seriously and will take the necessary action to deal with those acting inappropriately."
